It could be all fake (and gay).
But I tend to go for actual victims (grounded planes probably, some forced to make phone calls, then shot), because of "issues" like Beverly Eckert.

That doesn't really make sense to me, because it's light shining on this and make more people question things.
It would make sense however if it was a real victim, and his wife simply went "fuck it, these fuckers". In that case there would be a reason to "remove" people like her.
And I mean one of the reason for 9/11 was the "war against/with terror". In that matter you probably need actual real deaths. Maybe they even thought everyone would surely accept a pay-off in the millions because muh sheep, but were wrong and some didn't give up.
Plus you wouldn't be able to keep 0 real death toll anyway (firefighters, etc.)
The pay-off itself is already a red flag. Why would someone who "has nothing to do" with the terrorist attack pay the victim families millions for keeping shut? That's as ridiculous as calling the free fall buildings a non-controlled demolition.
Meanwhile doing their best so that even vaccine victims do not get anything at all.

And let's say they were crisis actors, then why would Beverly Eckert not give up? That makes no sense to me. They would simply accept the huge amounts of money and that would be it, see certain school "shootings".
