The Bill of Rights is in the Constitution that the US Mil swears to support and defend. But, all the protections of the people get lost in, "The fog of war." I agree, we've been using it for a while, but physical currency prevents the central tracking and control the desperately need to stop drug, gun, illicit materials sales. Hence biometric ID, for money, health insurance, travel, purchases/sales (all), taxation, voting, credit scores, vax updates, etc. This will help government better control who gets to commit crimes and who doesn't.
That sounds great, but I don't our civilian leaders are ever gonna implement anything they don't have full access to. Think FISA. They pretty much know everything already, but need legally submissible evidence of the transactions to proceed. Once every place you go, and every thing you buy, and every website you visit is up for public scrutiny, the law will be easier to enforce.
