The Chairman specified at the start that each member would get 5 minutes and those 5 minutes includes Blinken's answer. He said he was going to strictly enforce it. And he did several times stop Blinken from giving an answer because the 5 minutes were up. He changed the rules for this one. Even though there was no question for Blinken to answer.
