It is possible that many FFs were planned and many of them might have indeed been prevented. We are dealing with a large compromised and corrupt bureaucracy, used to pull off FFs on a routine basis. I wouldn't be surprised to hear that some of them slipped through the cracks and managed to stage a false flag, while many were silently averted.
