I just called El Dorado County elections.

Explained to the Registrar (Bill) that his ballots were all see through.

Bill told me he has known it for two weeks.

Bill also told me it has been a problem for 20 years in Calif. Bill said he was too busy "running an election" to notify his voters that their vote was NOT secure.
