Could be WH op. Milley, basically, can't boss anyone around, AFAIK, and he did. Principle is something like, say, you're a Sgt. running the mess hall. A Col can't come in and order you to cook the eggs the wrong way. Chair of JCS can't order anyone around, anyway, I believe. He's an advisor.
So you have officers in the Pentagon, maybe, who were told by Milley how things would be done. They're squawking.
