To program a person takes a long time, no matter how predisposed they are to the "mind control."
When they set one of these folk off, who actually chooses what lost soul and what school.

Because total control of a soul requires more than one contact with the method. It's not a five minute first meeting with the controller and boom, bam, you're shooting up schools. Logic.
