I called 911 once from a cell phone. It got too hot to touch and the battery died in about 15 minutes. My discussion with the 911 operation was crystal clear. They even automatically pulled the GPS from my phone and verified my position.
I was told that there are usually five RF amplifier settings ("bars") and a sixth max output for 911 only on most USA phones.
