I see these expressions -

I've tended to interpret those as "Classified subject / person #1 & #2"
Similar to dossiers' "Person A", "Subject B", etc.
In the passage cited, "Blind-eye" seems to be describing (deliberately) "turn a blind eye"
(i.e. ignore the bad stuff)
