As I understand it (correct me if I'm wrong) funds to operate various counties across the state come from revenue collected from taxpayers in many different forms (fees, real estate state, traffic tickets, permits, business licenses, etc.) Articles have indicated roughly 50% of Maricopa's funds come from the state of AZ.
The County Supervisors pass budgets from the various departments within the county. The sheriff's office, the clerk's office, the road department, corrections dept, garbage, water, sewer, planning/permits dept, so on and so forth.
The county election department doesn't raise money on it's own, it obtains the money from the… county (managers)/supervisors.
If you are a county manager/supervisor, and the county clerk was facing a 50% reduction in revenue to meet the county budget… do you bankrupt the county (and face bankruptcy proceedings w/ the court overseeing everything), or do you fold?
