Every state has a crime family in politics. They divide up the country into territories. Here in CA it's Newsom, Pelosi, Brown etc, and the senior satanic Hearsts.

Names I remember were Udall from New Mexico and Hensley (No name's wife) from AZ, they were all running dope and slaves and whatever they felt like in their territories.
The whole investigation task force Mills was writing about got shut down and all the people from the different agencies went home. Leaving the massive dope trafficking's networks they had documented intact and operational.
