House Bill introduced to designate Hezbollah as Transcontinental Corrupt Organization and links "political parties" to Hezbollah.
I believe when they used to run ThinThread they could get a FISA warrant.

What was beautiful about ThinThread was no one knew the identity of the individual that is target of the warrant. Individual wasn't unmasked until after the warrant issued.

"Though ThinThread was intended to intercept foreign communications, it continued documenting signals when a trail crossed into the U.S. This was a big problem: federal law forbade the monitoring of domestic communications without a court warrant.
