I wouldn't know if they do. If they get a clear signal and the test was big enough they'd report it I guess.
Other than that and typically for nukes & tests i think it'd be the NNSA and/or whoever they task with the monitoring.
Volcanic EQs from Canary are about mag 3 or less, max mag 4 once or so. Rather weak signal if you don't have sensors in europe or africa.
I'd bet the spanish seismological service has a local network there and even more events in their catalog.
