Just because they use it doesn't mean that they have mastery over it, anon. You can give a person a drumset that requires 10 arms to use effectively and if you only leave them with their two arms, they are not going to perform up to standard.
The cabal thinks that they're enlightened (hence Illuminati and the like), but in reality, they haven't reached true enlightenment yet. They know how the system works, but can't work it effectively.
So, they can guide reality by making the collective consciousness tune into it, but since they don't have absolute control over reality, then they have to use more traditional methods.
Also, don't you find it strange that, despite ALL REASON, the Cabal kept pushing that Hillary was going to win and Trump had no chance at the presidency?
