Manafort is a president maker. He's an expert on the Reps' delegate system. Trump and his folks didn't know how this whole thing worked. He had no choice but to bring Manafort onboard because the other presidential candidates were trying to steal his delegates and many never-Trumpers wanted a contested convention.

No. Back in 2010, the FBI started restricting the DoJ IG's access to requested documents. After they succeeded, the other agencies/departments did the same thing to their IGs. All these IGs joined forces and complained to Congress which in turn modified the existing law to prevent this from happening again. The law modification was signed by Obama in Dec 2016. There was another piece of earlier legislation in 2015 trying to give Horowitz some power back. Trump had no involvement in this.
