THEY understand this, which is why all of their contingency measures drive the agenda toward eliminating or otherwise neutralizing those who, if enough of them really took that proposition to heart and acted on it en masse, would require openly killing … or locking up.
Your point about non-compliance is true, but it requires a tipping point event, past which the masses lose their fear of death while gaining the confidence of knowing that they stand with fellow millions. It's all magic and psychology.
