Actually, if you reload Win10, it either grabs the key burned into the BIOS or you enter it if it’s an ots main board. You can enter a Win7 key and it still works offline/air gapped. Refurb key if it’s older. Someone quickly loaded an offline win 10 and didn’t enter a key when it asked for it.
