I believe that according to the Constitution if a State has problems awarding the electors than they just are a wash out. They are deducted from the totals.
If the the apparent winner doesnt pass a threshold of a certain number of electoral votes then Congress is reconvened, And each State gets one vote
In that case Trump wins.
They won't be re assigning electors or re-doing the election. Constitution prescribed the remedy, which is a quicker one.
