In the Old/New Republic, every Congressperson should have a back up elected congress person for their position. Like a back up quarterback.
No. 1 electer congressperson goes to congress and votes contrary to the majority will of the people of their state, it should be immediate and automatic removal from office and the back up put in their place.
If they don't represent, they get the shove with no warning.
