Yes, that is what I think is going on.
So you have to battle talking heads coming out of the AZ audit saying, yeah, important thing is they got the count right, so what if some of the ballots are legitimate? They were good enough to get away with being counted.
Same as getting paid $1000 with 400 of it counterfeit. So what? It's a good counterfeit job, just spend it.
It's just a piece of the puzzle that fits somewhere, but doesn't do much by itself.

Say Trump gets back in. What difference does it make if enough pieces of the puzzle are still missing for anyone to get a full picture of what is really going on? Politics as usual can still rule, and we know what that looks like.
Only end game is the full puzzle being shown and the entire governmental/political apparatus collapsing because of it.
At this stage it's more important to have those pieces of evidence in the public domain and not act on one of those pieces alone. One party (as in group) has to be able to say they were working on uncovering it but the powers trying to hide it had too much backing. There were people who knew the truth, but not enough of them to effect anything at the time.
