Say we move away for a minute from the heretofore prevalent idea that other countries are pulling the strings, and go with the idea that it's all a purely internal US political war.
You could even make a case that it's a new edition of the Trump/Guliani vs the mob battle, Look at the participants on each side. Easy to connect Pelosi with the mob, IMO, and there are all kinds of rumors about Trump as a mob buster. All the big players from back in the day seem to still be in action. Don't think it's too much of a stretch.
Regardless of the actual opposing forces involved, being an internal political war, the military wouldn't be involved other than monitoring a foreign invasion risk due to the political instability creating the idea that there is a US weakness to exploit wrt foreign invasion/attack.
The issue inside the Trump at the time administration was domestic politics, then, and their diplomats had to connect to allies to give progress reports and prognoses.
Say, China is watching and worrying about a Biden administration, and Biden gaining control of US nuclear warfare capabilities. China would request, diplomatically, for a status report or assessment and the best person to deliver that would be Milley, as head of the JCS. He's the adviser to the executive branch, and being military, would be the most obvious person to speak to the Chinese military because he operates in both military and political circles.
So, the answer to the question is that Milley, possibly, was partaking in a diplomatic service with his diplomatic counterpart in China. Agreed upon by the Trump administration an Xi administrations.
Point being that Milley said Trump wasn't a threat, so, why call at all? My spitball is China was worried about Biden, because Biden very likely could have blackmail issues and gaining control of the military is a big step in making sure any issues go away. He and Pelosi have both been reported talking loosely about nukes as political leverage. Might not be hyperbole on their end.
Biden is being isolated now, though, and is undergoing continuing attacks on his credibility and fitness to lead. I don't think the US populace will accept him leading if the SHTF militarily, so something has to give. Haven't been watching, but am seeing reports that Milley has ben fragging Biden pretty good at these hearings. If so, we might be getting short.
I think Bidan is in with the Pelosi mob, too, so Milley could be on the mob busters side. Not sure, though. It all would be covert, too, so we won't know who's who just by the uniforms and the numbers they give us on on the program. You can't tell the players even with a program.
Just trying to look at things form a different angle to see what would fit.
