This is a lengthy lament. About a truly lamentable situation to be sure.
However, if you're going to use the bully pulpit there needs to a clear, concise problem statement, a little background, a consensus imperative to act and call to action towards a defined end state objective that will signal achievement.
I'm retired now, but was in the problem solving business. I used to tell people, I can get a mile long line of people telling me how bad it is; but I need someone to tell me what's broken, how we know it's broken, and what some of the best ways to fix it would be and how do we know it's fixed and not going to happen again. That person is worth their weight in gold. Less than one in a hundred.
