All Presidents make policy based on information they receive from their cabinet, among other things. That means that President Trump most likely made his policy based on what Tony Fauci and others at the CDC/FDA/etc. told him. Clearly he was getting other information as well–hence the head-butting between he and Fauci…but we can see now that those departments are completely pozzed. About the only one that seems decent is the NCBI, as they are still publishing studies that show, for instance, how effective Ivermectin can be.
I don't put this on POTUS, though the media will when it turns sour. He's a businessman, a real-estate wizard…but when it comes to science, he had to rely on others. In other words, he was an Artisan SP type, not a Rational NT type. Which is exactly what we needed—a hatchetman, not an analyst.
This is all on Fauci and his cohorts.
