Ownership of Chemicals that Exploded at Beirut Port Traces Back to Ukraine

Key Findings

A Ukrainian businessman named Volodymyr Verbonol and partners were behind the company that owned the ammonium nitrate shipment.

The company was part of a sprawling, decades-old network involved in chemical trading since at least the early 2000s.

The network disguised its operations behind at least half a dozen trade names and various strawmen and shell companies.

Offshore service providers in Cyprus and the United Kingdom facilitated the networkโ€™s operations.

In 2013, British firm Savaro Limited purchased the ammonium nitrate fromGeorgian chemicals factory Rustavi Azot. The explosive materials were to be sent to a Mozambican factory, Fabrica de Explosivos de Mozambique (FEM).In an interview with Reuters, Marina Psyllou, who is listed as the companyโ€™s sole director and owner, denied having any links to the explosion. She also told the news agency that she acts as an agent on behalf of Savaroโ€™s true owner, whose identity she cannot disclose.
