Orwell's "1984" had a three-tiered society.

The bottom tier were the "proles" that didn't give a fuck. They were allowed to do what they wanted but all they wanted to do was play the lottery and fuck.

The "middle tier" were the victims of government oppression; constantly looking over their shoulders…worrying about upsetting Big Brother and their moderately comfortable lifestyle.

The top tier were exempt from all the rules. They didn't have to social distance or wear face masks.
