I think you could make the case that Milley was talking with China about a Bidan presidency, not Trump.
The "trash talk" between Trump and Milley are fucking terms of endearment between a NYC kid and a Boston kid.
Could very well be this shit show is a purely internal US political war, with the mob having taken over DC. Milley, as head of JCS, would talk with his counterpart in other countries because he's a political liaison with the military. State, under Trump, would have been involved diplomatically with allies regarding election status updates, because the problems were US domestic politics.
Could go either way with Milley. WH, not BH, could answer some questions. Miller, for example, saying he didn't authorize the Milley/China conversation. Pompeo would have.
I think we have to play with different scenarios to find some perspective. It's not business as usual out there.
