Laws either come from a Constitution, created by court precedent (common law), or are created by a Legislative body, starting out as bills. Mandates are created by the Executive branch, which is only supposed to execute (sign) things into law, thereby throwing off the balance of power set forth in the Constitution.

We have no duty to obey ILLEGAL mandates, which go against current law set forth either in the Constitution or the US Code.
This was demonstrated by those Canadians in the food court, who calmly explained their rights to be there and what laws the owner was breaking by requiring vaccine cards, and the officers eventually just sheepishly walked away.
This includes international laws they are subject to as well.
