One option would be to see if they will classify as terminal then get released as hospice patient on oxygen so the person can ‘die’ at home. Sometimes patient or loved one has to push for it. Hospice in most places will only get as involved as you want once at home. Then can treat with the protocols you want to try. As breathing improves, can decrease the oxygen until weaned off of it.
