The baseless ‘Great Reset’ conspiracy theory rises again.

A baseless conspiracy theory about the coronavirus has found new life as cases surge once again.

On Monday morning, the phrase “The Great Reset” trended with nearly 80,000 tweets, with most of the posts coming from familiar far-right internet personalities. The conspiracy alleges that a cabal of elites has long planned for the pandemic so that they could use it to impose their global economic control on the masses. In some versions of the unfounded rumor, it is only President Trump who is thwarting this plan and keeping the scheme at bay.

The narrative first took root in late May, when Prince Charles and Klaus Schwab, the executive chairman of the World Economic Forum, announced plans to convene world leaders and discuss climate change and how to rebuild an economy damaged by the pandemic. The meeting was branded as a “Great Reset,” and the false rumors about the tight-knit group of elites manipulating the global economy took off.

Then, over the weekend and into Monday morning, a video of Prime Minister Justin Trudeau of Canada speaking from a United Nations meeting in September gained millions of views online. In the video, Mr. Trudeau referred to a “great reset” and also happened to utter the words “build back better,” which conspiracists saw as a tie-in to President-elect Joseph R. Biden Jr. — who had used the phrase as a campaign slogan.

Soon, far-right internet commentators with records of spreading misinformation posted about the conspiracy, collecting tens of thousands of likes and shares on Facebook and Twitter. The posters included Paul Joseph Watson, a former contributor to Infowars, and Steven Crowder, who has falsely asserted that coronavirus death tolls are inflated.

Joan Donovan, the research director at Harvard University’s Shorenstein Center, said it is “maddening” to see the same networks of influencers traffic in recycled conspiracies and get in the way of delivering accurate information to the public. “What is true is that Covid is on the rise in the U.S. because of poor leadership and the lack of a nationally coordinated response,” Ms. Donovan said.

Twitter said the tweets about the conspiracy did not violate its rules, and that “The Great Reset” was no longer trending.

Facebook did not immediately respond to requests for comment.

We start with the revival of the baseless conspiracy theory, known as the 'Great Reset', which claims a group of world leaders orchestrated the pandemic to take control of the global economy.

The conspiracy theory has its origins in a genuine plan entitled 'The Great Reset', drawn up by the World Economic Forum (WEF), the organisers of an annual conference for high-profile figures from politics and business. The plan explores how countries might recover from the economic damage caused by the coronavirus pandemic.

The WEF recovery plan has been interpreted as sinister, first by fringe conspiracy theory groups on social media, and then by prominent conservative commentators - prompting tens of thousands of interactions across Facebook and Twitter.

It started trending globally on Twitter last week, when a video of Canadian Prime Minister Justin Trudeau at a UN meeting, saying the pandemic provided an opportunity for a "reset", went viral.

This sparked fresh claims from people, within Canada and further afield, that a cabal of global leaders is using the pandemic to introduce a range of damaging socialist and environmental policies.

When asked about conspiracy theories at the end of the week, Mr Trudeau said: "I think we're in a time of anxiety, where people are looking for reasons for things that are happening to them… we're seeing a lot of people fall prey to disinformation."

A video from August, which now has close to three million views on YouTube, believes only Donald Trump can thwart this secret plot, which uses Covid-19 to bring the US economy to its knees so the "reset" can begin and people will be "begging" for vaccines.

But the suggestion that politicians planned the virus, or are using it to destroy capitalism is wholly without evidence.

So too is the notion that the World Economic Forum has the authority to tell other countries what to do, or that it is coordinating a secret cabal of world leaders.

The 'French Plandemic'

Similarly, a French documentary which also refers to a secret global plot has gone viral on YouTube and other social networks this week. The same video promotes unfounded medical advice, misinformation and conspiracy theories about coronavirus.

Over more than two and a half hours, the film - entitled Hold Up - promises to reveal "the truth" about Covid-19.

Instead, it promotes a slew of previously debunked claims - including allegations that wearing masks is dangerous and global elites somehow planned the pandemic

The film has already been dubbed a French "plandemic" - referencing a similar English-language conspiracy video that was debunked earlier this year.

Like its predecessor, Hold Up is gathering momentum on social media - it has been watched more than a million times in the past few days.

YouTube says the video does not violate its misinformation policies, although it says it has limited its spread in accordance with its rules on tackling content that could misinform users in harmful ways.

Links to it have also been shared hundreds of times on Facebook, Instagram and Reddit.

In a detailed 38-page motion for preliminary injunction, filed in the Southern District of Florida on Friday, President Trump alleged that Twitter is being “coerced” into enacting the ban by members of Congress who were “operating under an unconstitutional immunity granted by a permissive federal statute, and acting directly with federal officials.”

 

The president’s legal team, which includes lawyers from power-house firms Vargas Gonzalez Baldwin Delombard, Ivey, Barnum & O’Mara, and Gardner Brewer Martinez-Monfort, also stated that Twitter was a “communication tool” of his presidency, and by being allowed to ban the President of the United States, they are exercising a “degree of power and control over political discourse in this country that is immeasurable, historically unprecedented, and profoundly dangerous to open democratic debate.”

 

Expert constitutional lawyer Alan Dershowitz is quoted in the motion, concurring that President Trump’s right to speak freely was “seriously compromised” by Twitter’s ban, which also “curtailed” the rights of the American people to have access to his views. He adds that “censoring the 45th President of the United States, the leader of the Republican party, will have an adverse and unknowable effect on the 2022 elections.”

Permanent suspension of @realDonaldTrump

After close review of recent Tweets from the @realDonaldTrump account and the context around them — specifically how they are being received and interpreted on and off Twitter — we have permanently suspended the account due to the risk of further incitement of violence.

In the context of horrific events this week, we made it clear on Wednesday that additional violations of the Twitter Rules would potentially result in this very course of action. Our public interest framework exists to enable the public to hear from elected officials and world leaders directly. It is built on a principle that the people have a right to hold power to account in the open.

However, we made it clear going back years that these accounts are not above our rules entirely and cannot use Twitter to incite violence, among other things. We will continue to be transparent around our policies and their enforcement.

The below is a comprehensive analysis of our policy enforcement approach in this case.

Overview

On January 8, 2021, President Donald J. Trump Tweeted:

“The 75,000,000 great American Patriots who voted for me, AMERICA FIRST, and MAKE AMERICA GREAT AGAIN, will have a GIANT VOICE long into the future. They will not be disrespected or treated unfairly in any way, shape or form!!!”

Shortly thereafter, the President Tweeted:

“To all of those who have asked, I will not be going to the Inauguration on January 20th.”

Due to the ongoing tensions in the United States, and an uptick in the global conversation in regards to the people who violently stormed the Capitol on January 6, 2021, these two Tweets must be read in the context of broader events in the country and the ways in which the President’s statements can be mobilized by different audiences, including to incite violence, as well as in the context of the pattern of behavior from this account in recent weeks. After assessing the language in these Tweets against our Glorification of Violence policy, we have determined that these Tweets are in violation of the Glorification of Violence Policy and the user @realDonaldTrump should be immediately permanently suspended from the service.

 

Assessment

We assessed the two Tweets referenced above under our Glorification of Violence policy, which aims to prevent the glorification of violence that could inspire others to replicate violent acts and determined that they were highly likely to encourage and inspire people to replicate the criminal acts that took place at the U.S. Capitol on January 6, 2021.

This determination is based on a number of factors, including:

 

President Trump’s statement that he will not be attending the Inauguration is being received by a number of his supporters as further confirmation that the election was not legitimate and is seen as him disavowing his previous claim made via two Tweets (1, 2) by his Deputy Chief of Staff, Dan Scavino, that there would be an “orderly transition” on January 20th.

The second Tweet may also serve as encouragement to those potentially considering violent acts that the Inauguration would be a “safe” target, as he will not be attending.

The use of the words “American Patriots” to describe some of his supporters is also being interpreted as support for those committing violent acts at the US Capitol.

The mention of his supporters having a “GIANT VOICE long into the future” and that “They will not be disrespected or treated unfairly in any way, shape or form!!!” is being interpreted as further indication that President Trump does not plan to facilitate an “orderly transition” and instead that he plans to continue to support, empower, and shield those who believe he won the election.

Plans for future armed protests have already begun proliferating on and off-Twitter, including a proposed secondary attack on the US Capitol and state capitol buildings on January 17, 2021.

 

As such, our determination is that the two Tweets above are likely to inspire others to replicate the violent acts that took place on January 6, 2021, and that there are multiple indicators that they are being received and understood as encouragement to do so.
