Computers talk to each other using IP addresses, they look like ###.###.###.### (IPV4) or longer sequences (in the case of IPV6). When you type in "facebook.com" to your browser, a DNS server takes that name and "looks up" what the IP address is for Facebook.com so you can communicate with it. If that server is down or does not have a registry for Facebook.com, you would need to type in the IP address instead in order to access it.
