Predicting anything these days is a fool's game but if we're indeed watching a movie and the objective is to wake people up, then the likelihood is that Durham will fail, just as all the other checks and balances within the system have.
Either he's stymied in some way by the legal system or perhaps his funding is removed by Merrick Garland. We've already had this foreshadowed here:

So could building the Durham probe up be a prelude to seeing it undermined and fail? One more illustration that the system is broke and 'it had to be the military'?
I've no idea but I've started to view the Q posts as an Ouroboros, the snake that's coiled on itself with its tail in mouth. They start with Hilary's arrest and the storm and the penultimate post of the lot is 'Durham'. Not the last, but the last but one.
We know they're not chronological, but could those first and last posts be reversed? So that Durham! is the last throes of the system trying to right itself and for what follows we need to go back to the start?
