From the sound of it it's a planet wide time synchronisation protocol and hardware. Makes me think of google cloud atomic clocks in datacenters. What you can get from it is a planetary wide database and/or compute and/or storage units, completely distributed (see google bigtable, etc). Nice for insan amount of computing power and storage
