Keep in mind, with or without fraud, everyone who voted no to spending billions are still pointed at by the ‘winner’, as people who participated even with their no vote, and thus lend weight to the winning vote. Fraud makes this situation worse than wrong and nothing fixes the fundamental problem of Democracy being used to violate the rights of the minority.
