For the same reason our politicians keep doing what they're doing. Corruption and graft is the only thing they know. They'll keep doing it till we send them back to hell.
In a better time, my daughter would visit me because she misses her father. Now she visits me to commiserate on the state of the world. I can hardly wait for "normality" to be the norm again.
