I think they are trying. The communication technollogy works in both ways, if they shut interwebs stuff down they take our ability to communicate, but also their own ability to influence and control the people.
Won't negativly affect anons ahead of the curve imo. Having information offline, we comfort those around us.

I'm in Germany, but I'm actively (paper, snailmail, footwork) working on "election" shit that recently went down here …
USA has better civics-rules, would adapt to that if I find likeminded people here. Basically confirming your take, Americans need to relearn to self govern on a local and regional level while pushing accountability of wrongdoers on federal level.
