the ONLY reason they would bother with BLUFFS instead of just DOING it is FEAR of being held accountable, FEAR of being arrested and charged for the treason and human rights violations.
they KNOW they are one the EDGE of getting away with what they are doing so they are trying their hardest to BLUFF their control without legislating it, they dont want to make it official, they just want people to THINK it is official.
perception is often more effective then actuality.
