Averages are a dangerous game to play. While I do not disagree with the lower assessment of intelligence, there are numerous other factors to consider. Culture, for example, is massive.

 

My own father never met a challenge he couldn't resolve, himself. He engineered his own solutions to almost everything. He was an engineer. I grew up with a man who was fearless when it came to academic and intellectual pursuits. My grandmother would teach me the local plants as we went camping or walked the river. My mother taught me botany and gardening. These are cultural influences that simply can't be replaced by state education or genetics.

 

These things can certainly skew IQ. I think it is incorrect to couple too strongly to race as that is often a slanted view of the underlying genetics. Culture, I would argue, is a far more consostent predictor of intelligence than race.
