Not entirely. Was once supported by the Open Society carp but has since ataken on a life of its own. First prosecution was German ex-pat living in Mass. where the Papers were introduced, legally, into the prosecution's tool box, instead of being declared "hearsay", and the never before mentioned "Hong Kong Papers were used by DoJ, I think in the EDNY.
