listened closely, there appears to be a break in the audio right before POTUS states "the 2nd 3rd 4th 5th 6th..etc" that sounds like a clipped audio edit
when POTUS says "it was a con of the American people" there is a slight break before he continues with "it's absolutely criminal" but you can still hear microphone noises and POTUS inhale before continuing the sentence, those mic noises and breathing aren't there during the slight pause before "2nd 3rd 4th"
