It's pretty obvious that Mills contacted Paul Combetta to remove the Presidents emails out of the Clinton/SoS emails. Combetta went to the internet to get help pulling them out of an exchange server…not the whole email, but his name in the CC/To/From fields.

Mills and Combetta both where given immunity before ever being spoken too.
