I disagree. Any assets anyone may have is their business NOT any government. 100K is not a lot of "value" for personal items, etc.
Now this person was actually "smuggling". That's a bit different but even still… That's what big brother gets for confiscatory tax policy. People will cheat. And if it's black market gains my guess is the CIA has never paid taxes on theirs.
