I'll add to your theory regard Flynn. I follow a lot of military related news out of general interest, and there is a rash of recent stories that are 'negative' to US forces. Hypersonic missiles, the sub that ran into something, issues with our coalitions, lack of drone advancements, etc. Together they paint the picture that we would be in trouble if we had to fight.
I guess if you're Flynn, that is what you want them to think.
