Here's a question.

What is preventing us from handing together as a humongous Assembly under the First Amendment of the U.S. Constitution and literally removing and replacing the entire Government?

At this Point we'd be better off randomly selecting from among that same crowd the entire Executive, Legislative, and Judicial Branches.
