If Durham is a WH, he's the only avenue the low-level conspirators have to relative safety. Plead out and get a new identity in the sticks somewhere. Further, they've probably already sung, so there's no cover for the middle manager level conspirators, who will have to plead out, too.
the conspirator top brass's only option is to take everything down with them, in the hope there will be no authority remaining to prosecute them. Is that what we're watching, now? Is Garland getting an army of illegal street fighters in place for the final battle?
Have to look as Durham as perhaps a BH, too, but events unfolding make me think h's a WH. Conspirator brass would be more protected than they are now if Durham were a BH, I think, and the country would be on a more even economic keel so the peeps would be too fat and happy to care about any election conspiracies.

If so, then McCabe probably has leverage and could be negotiating a last minute ride out of Dodge with Brandon.
So, it could be McCabe is in too deep to expect clemency from the White Hats (Strzok and Page have too much on him?), so he has to ally with Brandon in the hope they can destroy the forces who are coming to fry their asses.
This would be a good sign, in a way, because, whoever the group is who are propping up Brandon, they can be leveraged by McCabe, or. at the very least, need McCabe inside the circled wagons, warts and embedded harpoons non-withstanding.
