Correction and suggested change to IBOR petition: "special council" should be "special counsel".

But I think it shouldn't be a "special counsel" which is a temporary role, but an assigned bureaucrat in one of the parts of the Executive Branch, probably the Federal Communications Commission, who will testify regularly and be overseen by Congress.
