Sundance tries to clear up the apparent contradiction of, supposedly, not enough trucks due to CA regulations, but long lines of trucks waiting to load.

 

His answer, as I interpreted it, is that the problem has built up for months as ships were unloaded faster than trucks could haul the containers away. Now, containers are stacked everywhere and hinder the truck loading process. Takes too long for the longshoremen to find and load the correct container.

 

24/7 will make it worse if ships continue to be unloaded faster than trucks can haul them away.

 

Could be so, I guess.
