This came up a whole back. As it's in my backyard I thought I'd do the dig. It's a large artificial pool with a boat ramp to launch test vehicles for a variety or purposes, mostly sonar related experiments.
They started another one but apparently discovered that the reservoir they created was adequate. Pic from mid 2019.
