Compared with an open source pic that was taken 22 DEC 2013, a sign was noticed on the riverwall. This sign does not appear in other pics of this scene so far found during extensive digs on the London Pics. It does not appear earlier nor later and may be unique to that week or that day.

It was a damp Sunday as per the images and as per the weather reported during December 2013. Other features also confirm this narrowed time interval for this particular Q pic which, in UK breads, we have dubbed ROT1. For instance, there is a shrouded construction area on the rooftop behind the tower known as Big Ben. This closely matches open source pics from December 2013.
