Plane is reported to be a MD-87 (variant of the DC-9) can carry around 100+ passengers depending on configuration.

The McDonnell Douglas MD-87 rolled through a fence and caught fire in a field while attempting to depart from Houston Executive Airport in Houston in Brookshire near Katy, the Federal Aviation Administration said.

All 21 people aboard 18 passengers and three crew members were evacuated safely. One person was reported injured.

Plane would appear to be lightly loaded so mechanical failure or birdstrike seems most likely cause of crash.

Most likely.

Although the plane is largely destroyed by fire you can see it was pretty much intact before the fire.

Rejected take-off and insufficient room left on the runway meaning the plane was relatively slow as it went through the perimeter fence.

Low speed of the crash means low chance of serious casualties.
