I do agree with insight that you have to present things from a person's own point of view. It's very hard/distasteful to get inside their point of view. You suggested

The problem for me is that would be a false statement– a lie. Because I know with near certainty that Hillary has MUCH to hide.
There has to be a way of formulating these statements so they are not intentional lies by us.
Problems with lies
1- Some of us try to follow the 10 Commandments, unironically
2- You can get caught with a lie, and then your future credibility is destroyed or diminished.
Q's way of stating things (or framing ideas as questions) does not suffer from that problem, IMO.
